Startup problem (minor)

Recently bit the bullet and installed W10.

When starting cold, the computer freezes with the small blue four-pane window after the little whirlygig goes around 2 times.  I shut down via manual button, re-start, and all is fine.

Like I said, it's a minor inconvenience as I seem to get to where I want to go eventually, but I know it's not working correctly.

ideas?

I have had 2 computers do the exact same thing. This is a Windows 10 bug.

Found the answer:

disable Fast Start-up... Control Panel > Power Options > Require a password on wakeup... in the "Shutdown settings" section remove the check mark from "Turn on fast startup" option then select Save changes.
