Another Recovery Issue

Question 
So my home desktop stopped working, I got the recovery error:
File \BCP
error code: 0xc000000d

This seems to be a common problem on the internet and the only ways iv'e seen to fix it is to make a recovery drive/disk/USB thing. I am unable to do this however because the computer isn't working... The pc I am using at the moment is a windows 8.1 laptop for school, so I am not really allowed to upgrade to windows 10, and I'm not sure if I could download a backup for the main computer on this one, or how any of the restoring stuff really works. Could do with some help or else we will have to pay for someone else to fix it, which I don't think is necessary. I do not have a windows 10 startup disk, but could probably find a USB with 4GB of storage (I read somewhere that this is what is required) to get it off the internet.

you will need to download windows 8.1 ISO Download Windows 8.1  write to a flash Drive then boot to recovery console

should work with 8,1 Fix MBR in Windows 8

did I miss read the done working computer is windows 10? ?

you need a windows 10 Iso then windows10 iso

but the windows 8.1 recovery console should work on windows 10
