Bill I can't understand why you would only have icons and no programs.
- what's the source where your downloading it from?
- What's the size of the ISO?
- How are you burning it to CD or How did you copy to USB?
Very strange.

Nothing wrong with what your doing Bill, its got to be something to do with your computer BOIS setting or it don't like that wireless mouse
Bill check device manager and make sure there are no yellow ! or ? check USB sounds like a driver issue. Have you installed chipset drivers for motherboard and drivers for the mouse?

Windows will install driver for Mouse, its best to get driver from manufacturers website, this may be worth a try. other that mate, its hard to see what's going on without looking at the machine. Covered all we can without a look at the computer.
Never seen anything like this with Hiren's in all my years.

very strange for me too. I had never such trouble too. try to make CD and boot from it. download it from its own site.

but i just reinstalled my usb
it was really wired, try instead:

I have a similiar, but not exact problem with Hiren's. My wireless mouse and keyboard work fine, but I cannot get the HBCD Menu to come up on MY computer. This only happens on my computer. It is a Gateway desktop, 8 gig memory, 600 gig hard drive, 4 core Intel processor, Vista that I purchased in February 2009. On my old Dell XP laptop plus on various customer's computers it works fine, just not on mine. I can apparently use all the other features; mini xp, get to computer so can access utilities on my flash drive. I just happen to really like the HBCD Menu features, which I use all the time working on customer's computers.
