Do you have another graphics card to test with? Could be any old one just to rule out graphics card issue.

Does the power supply you are using need power from the power supply?

I am curios if the graphics card does any strange things under load. Can you download and run furmark and see how the graphics card performs?

    Hi wolfpack103,

It seems that desktop backgrounds cannot be set in safe mode and so even if you were to try my last advice, it  might not accomplish anything important

I've already started a thread in the Microsoft Community  to check if that is a normal behavior but in the meanwhile, there are a couple of things I would like you to try

First, open your file explorer, enter Control Panel\All Control Panel Items\System in the address bar, take a screenshot of that and send it to us

Make sure that the product ID is not visible

Secondly, perform a clean boot as explained at https://support.microsoft.com/en-in/kb/929135 and see if the issues persist

It would start your Windows with a minimal set of drivers and startup programs and may thereby indicate if any of those programs or services that are not related to Microsoft, are causing this

Timster, maybe we could ask wolpack to reinstall the driver software for his graphics card, update if required and check the card's health in the device manager
