I believe a windows virus or ransomware possibly dropped on my phone i say virus or ransomware because i was on a website and from out of no where an .exe file started downloading to my phone labeled cleanmem_setup.exe. if britec or someone wants to check it i can send the file how ever but i haven't checked it out on a virtual box yet
No matter if it's an Android phone, a Windows phone, or an iPhone, .exe files cannot run on either of these
They can only run on the Windows NT environment and so there's no need to be worried

Have you uploaded it to virustotal? if its ransomware, I will take a look.

I uploaded the file to virus total and ViRobot said its Trojan.win32.A.Badur.3348185[h] but theres a message that says its probably safe to use

The fact that it got pushed to your phone does not mean that it is running. As mentioned, if it is a .exe it can't run.
