Using DISKPART to copy recovery disc to flash drive

Hello everyone,
I found a website from Toshiba on how to use DISKPART to copy my 3 Toshiba Recovery Medea Discs to a 8GB Flash Drive.
So I used a old windows 7 laptop to do this and it worked from what It looked like. I ended up trying to do a clean install on the laptop I used, but the recovery disc I used is giving me problems for now where I can't use it. The problem I had was the flash drive I copied the discs to was lost before I was able to install it on the Toshiba Satellite L655-S5096 which the Recovery Media Discs belong to I had bought from Toshiba 4 years ago. My DVD drive do sent recognize any disc I put in, and this is why I was glad to of found on how to copy the recovery discs to the flash drive so I can reinstall the OS on it.
So, now that I don't have a running windows 7 computer. I am using my cousins to make another flash drive with backup, but she has windows 8.1 64bit ASUS R503U laptop, and after I started to follow the steps to copy the recovery discs to new flash drive. I got to where I put in the sub and the 1st recovery media disc, and went to open a command prompt to get to DISKPART, and then I can't go thru the next steps. I believe it meant that showed up on the screen is something to do with changing something in the BIOS.
I can't figure out whatneeds changed, so could someone please let me know the steps on what I may have to change any BIOS Setting to make it work. I just don't understand how I got the first flash drive to be a bootable windows 7 Home Premium, but now I can't get it to work using the windows 8.1 laptop.

When the Toshiba Satellite boot up it just says on a black screen that there's no something found. And the Asus will boot up. It's just when I did it with a different Windows 7 laptop that each disc I put in and typed in the command diskpart, it would start to copy and it would show a list speeding down the screen for a couple minutes and then when it would stop I would put it in the next discs and it would ask if you want to overwrite and you would put yes and I did that two or three discs. Then I had to go into the boot menu or the inside of the flash drive and change something in one of the folders which I would have to go back to that website and look and then it would be done. But I can't seem to find the flash drive I had it on after having my daughter and her friends over for a sleepover which are teenagers. So when I tried it with a Asus it didn't do what it did with the other laptop. And when I started reading about it it said that you had to switch a couple things in the Bios if you're using Windows 8.1. I hope this makes sense and trying to explain it the best I can.

Yes it is Britec...I also watched the video u posted on you tube that was similar. It's just that on their Toshiba Satellite l655 that the DVD CD drive doesn't work so that's why I had to use another laptop and to make it work on a flash drive which I was happy to see. But also on that website you sent if you read it I got confused because I thought it said to put the second disc in and then the third discs and then the first discs so that's why it didn't show up exactly the same as the example that hasn't showed up when you're all finished.

Ever since Windows 8 came out I've never really read up about the whole BIOS and UEFI I believe it is and how you have to change different things around and that's where I get confused that. And also like I said I got confused on the order it wanted it to go in because of it saying that if it's before a certain year you would do it that way or if it's before or after that other year you would do it a different way so I wasn't sure if they meant when my laptop was made. Cuz I've had it I've been for about 7 years which I got for Christmas gift at Best Buy so I'm not really sure when it actually even was made

I understand you created a  Toshiba recovery flash drive but you need to boot from it to do a factory reset  

Toshiba Satellite L655-S5096 Manual page 72  

If your recovery files are on a USB flash drive, connect the
USB flash drive to your computer.

Turn on your computer. When the initial screen displays, press
F12.

The boot menu displays

Using the arrow keys, select the DVD option or the USB Flash
option, depending on which type of media you are using, and
then press Enter

A warning screen appears, stating that when the recovery is
executed all data on your internal storage drive will be deleted
and rewritten. Click Yes to continue.

When the Toshiba Recovery Wizard opens and the Selecting a
Process screen displays, select Recovery of Factory Default
Software and then click Next.

If you want to recover the C: partition only, leaving other
partitions you have created intac

Recover to a custom size partition—If you want to

That is the flash drive that I lost. That's where I'm not sure why it's not coping the files from the media discs to the new flashdrive the same when I try doing it on the Windows 8.1 machine vs. The Windows 7 machine. But I have to head to work so I can try it again tonight if there's no changes that need to be made in the BIOS.. And I will write down any errors to add..

I need to re phrase on my last answer.. What I meant was that I am trying to make a bootabl USB flash drive using a laptop that has windows 8.1 on it using the Diskpart command.
The first bootable flash drive that I made, was with using a laptop that had windows 7 on it. But I don't have the windows 7 laptop I used for making the first bootable flash drive with the recovery media on it. And also that flash drive is the one I misplaced.
So I bought a new flash drive and I have the 3 Toshiba Recovery Media disc's, that I bought from toshiba after I bought the Toshiba Satellite L655-S5096 Series Windows 7 Home Premium 64 bit.
But, I don't have the first laptop that I used, to make the first flash drive. And A few days later when I was gona use that 1st flash drive to boot up my Toshiba Satellite L650-S5096 series to do the clean install, I can't find where the flash drive is.
So, my question would be is what BIOS adjustments that I need to switch in order to remake another flash drive with using the recovery media using DISKPART. I read in order to do this process that I need to change a secure boot option and something else using a windows 8 system in order for the copyright to work on the new flash drive to use in my old Toshiba laptop. I would save a lot of time by doing this using the Toshiba laptop but my cd/DVD drive is broke. And that's why I have to do this on a different computer.
I did the first flash drive using the steps from the link that the other person left up above. Also, there are two ways to do it on that link website,which not sure which option to use.

ok like you said they have 2 ways basically I think you have to use before 2015 way of creating the recovery flash drive
what I am thinking the new way of doing it is for laptops bought on 2015 or after 2015
also you have to use 16GB flash drive when creating recovery flash drive

its should not matter if you create it on 8.1 or 7 after creating the recovery flash drive insert into laptop
press F12 to reset the laptop from the flash drive you should not have to change anything in bios

Thanks for the info. I'm going to try to get to it later today. I thought I read I would only need the 8 GB flash drive.
Is there any difference on the way to open command prompt to start where I type in Diskpart? I went to the run command and typed cms and then right click to click on with administrator.. And when I did this part on the win 7 laptop. After it opens the new window for diskpart, do I then just X out the first window. I just want to make sure my steps are correct going off the website link above..

I see on the website they have 2 command prompt

now the reason for this is because  they not open a Admin command prompt
  1. open the  command prompt as admin first
  2. Type diskpart
  3. press enter on keyboard

then you will continue work from that one single command prompt window
