Windows 8.1 ISO contains corrupt Windows update

do a clean boot try checking for updates
OK I will trying that, but this issue is happening on a virtual machine, which tells me that it is a corrupt iso from the media creation tool, Also I downloaded windows 10 from the media creation tool and I am having no problems, so I think the windows 8 media creation tool is corrupt.
OK Clean boot didn't help. I still think has something to do with the media creation tool

Update: I fixed it! Yes I figured it! YEAHHHHHHH
