Re Windows 7 won't install from Windows CD

Hi Guys!
  I am having an issue that I find it a bit confusing, I just now tried to reformatt my windows 7 os on my dell inspirion N5050 laptop,
couldn't boot from cd, So I thought maybe the problem is the DVD RW, so I inserted a dvd cd movie and played fine. Any suggestions?
P.S the windows re installation cd is the original that came with the laptop and its clean and its scratches free. Thanks.

CD media could be damaged, just download a Windows 7 ISO from Here or Here 
Important: Before you wipe your machine download drivers from the Computer/Laptop makers website.

make sure you set the DVD/CD Rom to boot first in bios
