system32 is present on all windows systems and is just a part of the file structure it has no bearing on whether a CPU is x86 (32bit) or x64 (64bit).

If you run this program https://www.grc.com/securable.htm it will tell you what type of processer you have. (*note, sometimes with Vista you will have a x86 - x64 processer, this just means the CPU can run both.
