Please open the cmd as administrator:

Then type the following command and press enter:
reagentc /enable

sound like system corruption

Perform SFC scan

Click 'Start' > Type cmd in the search field > Right-click the command prompt at the top of the list and select 'Run as Administrator'
Inside the command prompt, type sfc /scannow > Press 'Enter'
4. Reboot and test.

After you have tried Compton's suggestion, please Please open the cmd as administrator again. But this time, type this command and press enter:
reagentc /info

After you have typed that, please take a snapshot using the Snipping Tool

Thanks for the links...
"One Key Free" will not let me change the storage location. (Need paid version)
So the free version is not going to work...
I need to figure out a way to install the missing files without having to do a reinstall...
My windows ten is working perfect...
I'll keep digging around for some sort of solution...
