Added Staff Group and Coder Group.
Staff group has no power and is a stepping stop to higher ranks. But Staff is seen as people who help run the forum and must report issues to Mods and Admins.
I will be reviewing peoples behaviour and also review the powers of the staffing group over the coming weeks if all goes well you will rank up to a moderator when you show you are capable of being a moderator and follow the forum rules.
This new ranking system will help me pick the right people for the job and people who I can trust.
