This tweak seemed to help out in xp anyway

i believe what this tweak does is allocates more ram to your network card. below are some pictures of before and after and im only paying for 12mbps from my isp so there wont be huge results and im not sure if this tweak works for modern versions or not.

In windows xp home edition 32 bit i added "Irq[n]=4096" to system.ini  which resulted in lower ping and higher uploads

That setting has absolutely no effect on network performance there's just no way that would be possible, more likely your ISP is simply up and down which is normal.

No need to mate Linux works differently Wink

But seriously, that's has no effect / affect  Confused on the network. IRQs are controlled by drivers as is memory buffing which is all that's happening.
If you run the test a few more times at different times of the day you'll see results change depending on time of day / night and how your network is impacting. It just comes down to the ISP, if it really worked people would do this tweak even on seriously poor networks and get blinding speeds.
