I have an infected Vista machine.
I am able to ping outbound to google.
Both explorer and google dont work.
I have tried every cleanup tool (most need an internet connection) , winfix, reset the network, winsock,ip etc
The network icon shows I'm connected.
Something in the OS must be damaged and I really dont want to do a clean install...

but you should use a boot cd like dr web or kis 1st then you can do a repair install on your windows if needed are you need is a windows Vista dvd version you are using( like home)along with what bit are you use like 32 bit or 64 bit of windows to use the dvd for and your windows Vista key
if you need an iso let us know where will find one for you
one other thing you can't use safe mode to do a repair install you have be in the desktop mode to do a repair install

I guess I need a Vista Home Premium ISO to run from there?

I've used:
ESET RescueDisk
mbar - Malwarebytes
AntiSpyware
Avast
UVK
(Hitman wont work with no Internet)
Tweaking Windows Repair
JRT
Rkill
ccleaner
Service Repair
Rogue killer
ERARemover_X86
Tdsskiller
Normally I would just do a clean install,
this is certainly a challenge not too.
Attached is the error I get when doing Network Connection Diagnosis.
