safemode boot loop

so i was trying to run some antivirus scans in safemode, that wasnt the problem.the problem is that i used msconfig boot tab to boot up in safemode in the first place. then i decided to just factory reset the whole thing and start fresh, but forgot to take it out of safemode boot up. so after doing the factory reset it cant finish the factory reset cause its in safemode and the message says, "cant finish setup in safemode. press ok to restart your computer". so i press ok and same message pops up.

my question is, is there a way to get out of safemode boot up maybe from a live cd like hirens, ultimate boot cd, or a command prompt from any similar tools?

its a dell inspiron 15 with windows 10 64 bit
