Dell Dimension 8400 Solid Orange Power Light and High CPU Fan RPM's

I noticed a few days ago it took a few minutes to get to the desktop when first power on or a restart and checking out the monitor the standby light would come on but eventually it got to the desktop and the computer was fine and running well so i didnt think any thing of it well i powered it on yesterday and the link below will show you whats going on now.

Maybe it could be a motherboard failure
