How to decrypt encrypted data

I have a problem in my PC. I can't decrypt encrypted data from previous user to  current user.
I am going to tell you everything.
Hope you can understand and give me the best solution.

First time when i buy PC i  install windows 7.
After a few months i install windows 8 pro and my PC is upgrade.
This time when i using of windows 8 pro i have some important data.
I safe the important data in permanent storage.
I Go to properties and i select the option of encrypt contents of secure data.
Now my important data is secure.[As above i mention i select the option of encrypt contents of secure data].
I have fully control on my pc and i change setting when i want to change.
Because i use windows 8 pro as Administrator.
After a few months i reinstall windows 8 Pro.I using the windows 8 Pro as administrator
but i can't access my important data.
I can't open it,i can't move it,i can't copy to another place in my pc or usb.
[when i un select the option of encrypt contents of secure data and apply]
then window dialog box show the message
[you will need to provide administrator permission to change these attributes.]
I go to properties,click on advanced/go to advanced attributes where i click on details
window dialog box [show user who can access these files].There is previous user and previous user can access these encrypted files.]

But i have no solution.
Please give me advise what can i do?

No matter what encryption software you use, you should Decrypt your C:\ Drive before you continue with fresh installation.

I only concern of my encrypted data.you also see in the pictures i post it.

You can't. You would need the original encryption key and OS, the two should be linked in a similar way as the PK is linked to a BIOS in Win 10.

I use windows 8 pro as administrator.
I safe the data in PC at permanent storage and i go to files properties and i only select the option of
[Encrypt contents of secure data] and apply setting.
Data is encrypt as show in green color.

When i encrypt data
I don't know what is encryption.
I don't know what is original encryption key.
I don't know what is Encryption File System.
I don't know what is Bit locker.

After i fresh installation of windows 8 pro then there is a problem about i can't access my encrypt data then i go to youtube and see the tutorial but i can't solve my problem.

Now at this time i using windows 8 pro.
What can i do right now to decrypt data?
1-I install win 10 right now?
2-I go to good reputation of data recovery shop to recover data?
3-I can create data recovery certificate or backup certificate?
what can i do to recover encrypt data
