BLUETOOTH FAILURE WITH YOUR PHONE

After hours of effort I am now close to restoring contact between my W10 PC and my Android 9 phone, only to discover that Bluetooth is failing on my PC. In Action Centre BT is shown as NOT CONNECTED, and the Connection button response is 'Wireless is turned off'.

I checked in Services and tried to make both BT Support Service and BT User Support Service changed from Stopped or Manual to Automatic but they are still showing as Manual (Trigger Start) or if Automatic they say 'parameters are incorrect'.

This is somewhat beyond my ability, though I did get the phone and PC paired, from the phone. The PC has not been able to find other BT devices which I have used to test it, such as a BT keyboard and ear buds.

This Issue his widened considerably ---- it is now clear that the BT service as a whole has failed. No BT device is recognised and connected. At every point in the system, eg. Action Centre, Devices, Settings etc BI is reported as not available The Phone is paired but nothing more. I have read a great many articles without finding a fix which works and am much in need of help!
