missing HID compliant mouse in device manger

i cant uninstall in device manager while in safe mode
i think its the HId compliant mouse

You should always get drivers from manufacture website (example https://www.samsung.com/uk/support/model/NP-R40FY00/SUK )
 
Have you run hardware troubleshooter? Open search box and type hardware and devices > click "find and fix problems with devices" click next and see if it detects any issues and fixes them.
