Core I5 4460. This processor is NOT unlocked. So overclocking the CPU is not possible.

not going off topic but if you want a performance
boost get a SSD

SSD will help give system a speed boost, if you want to overclock CPU you will need "k" processor example: Intel Core i5 i5-4690K this is a unlocked processor.
A side note, motherboard also plays a part in the overclocking process. your B85 HD3 I would not want to overlcock with a "B" gen chipset. But that's just me.

Thanx guys i plan to upgrade Motherboard and CPU eventually but just wanted to see if i could get a little extra for the mean time , so i assume when i look for a CPU i want to get a K-unlocked one and which chipset is best for the motherboard. My PSU is 500w so that should be ok for upgrades ?, thanx again for advice i think i will start with a SSD as they seem quite cheap at the mo can you guys recommend a good one and i just want it for my OS right ?.

This don't look right, you may want to check BIOS memory setting.
