[Solved] IE Per-User Initialization Utility has stopped working!

IE11 is real buggy, have you tried to uninstall and reinstall?

or try reset first:

·         Close any Internet Explorer windows

·         Click Start

·         Click Control Panel

·         Open Internet Options (you may have to switch from category view to icons to find this)

·         Click the Advanced tab

·         Click Reset…

·         Click Reset

·         Click Close

·         Click OK

·         Open Internet Explorer

i tried uninstall (went back to ie8), system restore point, i tried that you told me, reinstalled ie11 and it still crashes

yup, i tried that you exactly said, it still crashes

Try this, it will re-register dll files associated with IE 
Repair Internet Explorer with Fix IE Utility
