PC didn't pass Power OK test only. What does it mean ?

Thank you for your great, informative video on how to test PC's PSU with a multimeter by Britec.
I watched it carefully and then conducted the tests of my Corsair HX520W, since my PC won't power up.
My PSU passed all the tests, except one : Power Good (OK) signal (green and grey wires). During Power Good test my PSU was ON but paper clip jumper was removed (was it correct ?). Proper results should be between 3 - 6V. And here is what I got : (-/+) 0.01 - 0.02.

As I mentioned before - my PC won't power up.
Could somebody suggest, how should those results be interpreted ?
I guess it's evidence that my PSU is malfunctioning, but is it something that could be repaired (like swollen capacitors or broken fan), or something more serious, so PSU should be replaced ?
Any suggestions would be greatly appreciated. Thanks in advance.

PS
Please note that during the tests - there was only one episode of a loud sound coming from PSU fan for abt 0.5 min. Turning PSU off and on and changing its position helped.

Just get yourself one of these, it will be a lot easier and safer to test your power supply.

just get yourself a new power supply if its not your power supply
