We can fix this issue in group policy editor.
1. Open Group Policy
2. Computer Configuration/Administrative Templates/System
3. Open Specify settings for optional component installation and component repair select Enabled.
4. Check-mark Contact windows directly to download. repair content instead of windows server update services (WSUS)
