Windows 11 is randomly making thousands of empty folders on peoples hard drives for no reason. These folders are harmless and created by ProvTool.exe. The empty folders are located in C:\Windows\System32\config\systemprofile\AppData\Local
Its a folder-related bug that is related to provisioning package runtime processing tool, this Windows 11 bug will make the Windows 11 computer create lots of empty folders with names that start with “tw” and end with the .tmp extension. You can safely delete these folders without casing any problems to the system, but they will come back until there is a fix.
