OK, go to the group policy by pressing the Windows key and R, then gpedit.msc
Then expand Computer Configuration, System and Specify Settings for optimal component installation and component repair

Make sure it is enabled,

Uncheck Contact Windows update directly to download repair content instead of Windows Update Service (WSUS)

And Uncheck Never attempt to download payload from Windows Update


After that, under Alternative Source File Path, type this into it :
D:\sources\sxs

Then click apply and ok

Then Run cmd as admin and type gpupdate /force

After it has updated the policy, close the cmd windows and try to renable it in Turn Windows Features on and off

Lol, Ok, Lets try one more thing, then we will try a different solution:
Open CMD with Admin and type this command again:
Dism /online /enable-feature /featurename:NetFx3 /All /Source:\sources\sxs /LimitAccess

Make Sure your USB is still plugged in or the ISO is mounted
