Yes that is correct, however everything has worked just fine until the latest featured update...
I was just able to save to a different drives (drive R: and I: ) but not to C: where desktop is or D: where I keep all data...
But I still have the issue of photoshop not saving for web

The update will cause your user folder location settings to go back to default, so what probably happened... Is that the folder locations got set back to C: instead of D:. This is why I asked you if you had an SSD and a data drive... Because SSD's have less space, most will relocate the default user folders location to the data drive.

I understand your thinking but that is not what happened... I was able to save MS office files and online files but not from 3rd party apps (programs) and not being able to save for web in photoshop tells me that the update didn't account for 3rd party (installed) programs... I even got MS technical on to it and they couldn't give me an answer... (No surprise there)...

Yes Partha... Only the rollback worked... I have been fixing PC's for many years and never seen these errors before... Microsoft are aware that the featured update is doing this to people and advised me to wait a while until they sort the problem out...

Is there an official statement from Microsoft that states that this  is a known issue of the featured update?

I haven't seen one. I was told this by the technician I spoke to.
My takeaway is, go ahead and add the update to see if it makes life better or worse...
If it makes life worse, it takes only 10-15 minutes to do the rollback

Britecs solution should work but if it doesnt you might have some advanced work to do.

What i think you did is change the path of where your files will go and by doing that windows doesnt have a path to put files or the path you specified was to a device that isnt connected any more.

So try britecs solution and let us know what happens

I fixed all problems by doing a rollback...
The lesson from this is to not install featured updates until they are a month or two old...
Thanks a lot for all your suggestions... you are much appreciated...
