It's the fn+f8 and f9 key. Try those and see if your brightness changes.

I guess you can try resetting windows 10 but if under warranty it might be best to have them take look

well even after a reset if it's not working looks like a hardware problem
this is the next step I would take boot up a Linux Distro if its work in Linux its software problem
if it doesn't work on Linux its hardware problem

All motherboard chipset drivers installed after fresh install? if so it looks like a hardware issue.
