Watch this video and if you're comfortable you can try carey holzman s steps but search for the dll file that you are missing instead
But britecs conclusion should of worked for you as long as you followed his steps and made sure you have your update settings to where you receive updates for windows and Microsoft. Here in a few ill post underneith how to change the update settings

There is no need to download the file Chris, like Carey Holzman said, its very risky, lots of websites host rogue files that contain a virus. The file is already on the system or where possible, recover file from Windows CD. Example.
