It is not recommended to have more than one antivirus software running at the same time.. you've however said that the problem persists after the clean boot and so, the cause of this particular issue should be something else
It could be because of some malware as well but then, that's just an assumption.. you may try running a deep scan with a second opinion scanner like Zemana and see if that finds any malware

Some of the users reported that the problem was resolved after updating the firmware of their SSD devices.. If your primary disk is a solid state drive, you can try that
My neighbor had this same problem and we followed pretty much all the relevant TechNet articles to resolve this but none of them worked for him. I did a defrag of his primary disk too but that didn't help either
We then decided to format his primary disk and perform a clean install of Windows 10 on his desktop and that finally resolved it
I would suggest a clean install of Windows. If you need help with that, let me know
