this is how it works lets say you click on chrome to be open

information is then send from the hard drive in to memory then on to CPU to be process

with spinning hard drive it will take longer to send information in to memory on to the CPU  

the memory speed play a part in how fast information is send to the CPU

also CPU play a part in how fast the information can be process

so having a ssd and a slow CPU yes is unless but I would not say you need i7 CPU

A simple 3.2 dual core CPU is more then enough

the biggest bottle neck in your system performance is a spinning hard drive

The system I posted will do all you ask and more. if you want a Intel CPU your be looking at more money, i5 4690K is $219.99 compared to FX-8320E $125.99

Total: $652.62 with no OS or GPU. You can use GPU on the chip.

I think the Intel is a better upgrade-able package for the future. It gives you room to upgrade to 4790k in the future.
